SEA comments on discussion drafts on Office of Accountability & Whistleblower Protection

Dear Chairman Pappas and Ranking Member Mann:

On behalf of the Senior Executives Association (SEA) – which represents the interests of career federal executives in the Senior Executive Service (SES), those in Senior Level (SL), Scientific and Professional (ST) and equivalent positions and other senior career federal leaders, including our General Schedule members (GS 12-15) – we write to:

• Provide SEA’s comments on two discussion drafts, the untitled bill “to make certain improvements to the Office of Accountability and Whistleblower Protection of the Department of Veterans Affairs,” and the “Strengthening VA Whistleblower Protection Act of 2021,” to modify the U.S. Department of Veterans Affairs (VA), Office of Accountability & Whistleblower Protection (OAWP);
• Address questions the committee has posed about settlement agreement accountability at VA; and
• Comment on Congress experimenting on VA’s workforce.
