SEA Reacts to Federal Circuit Decisions Striking Down VA Interpretation of Accountability Laws
WASHINGTON, DC – Today, Bob Corsi President of the Senior Executives Association (SEA) – the leading

Executive Service (SES) and senior career leaders across the federal government – released the following
statement on several recent Court decisions striking down elements of the VA Accountability and
Whistleblower Protection Act:
“In a single day, the U.S. Court of Appeals for the Federal Circuit issued two significant blows to the
Department of Veterans Affairs (VA) enactment of the VA Accountability and Whistleblower
Protection Act (Act). As the courts continue to chip away at this ill-conceived law, Congress must realize
half-hearted civil service reform enacted in a silo ignoring ongoing legal battles and constitutional
concerns will not be effective and will only leave agencies in disarray,” Corsi said.
