Donald R. Swain (DHS)
Donald is assigned as Deputy Executive Secretary at the Department of Homeland Security in Washington DC. As Deputy Executive Secretary for the Department, he is responsible for the daily operation and administration of the Executive Secretariat including responsibility for the efficient logistical
functioning of the Office of the Secretary, Office of the Deputy Secretary, and Office of Chief of Staff. While providing direction in concert with the Executive Secretary for the Executive Secretariat in its mission to facilitate dissemination of information and written communications throughout the Department and to Homeland Security partners, he is responsible for the fiscal oversight and review of salaries and benefits, human capital resources, contracts and programs for combined annual budgets exceeding $17M.
Prior to reporting to DHS and his appointment to the Senior Executive Service in 2010, Donald served as the Acting Director and Chief of Staff, National Business Center (NBC), U.S. Department of the Interior. In his primary duty, while serving as Chief of Staff and Senior Advisor to the Director, NBC, he had direct responsibility for the day to day management and oversight of the Center, the Immediate Office of the Director, NBC’s Quality Management Program, and the Strategic Management of Human Capital. NBC’s annual budget was in excess of $330M.
A decorated and retired “Mustang” Naval Officer, he served 12 years enlisted and 9 years as a Staff Medical Service Corps Officer, his duties and duty stations spanned the globe from Washington DC to the western Pacific in Okinawa, Japan.
A federal coach and mentor, Donald holds lifetime memberships in the Military Officer’s Association, the Senior Executive Association, and the Disabled Veterans of America. He holds a Bachelor of Science in Information Management from New Hampshire College, and a Master of Finance from Rensselaer Polytechnic Institute. Donald is married, with one son and is a proud Grandfather of granddaughter, Cali Mae. He resides with his spouse and granddaughter in suburban Maryland.
