Senior Executives Association (SEA) is the professional association for career members of the Senior Executive Service (SES) and equivalent positions. SEA is not only the voice of the SES through a strong advocacy program, it empowers senior leaders across government by providing the tools, resources and connections they need to succeed in the 21st century.

SEA's membership spans across government agencies, missions and functions, giving SEA a unique whole of government perspective and the ability to connect to the skills, tools and people (both public and private sectors) that senior leaders need. SEA members receive access to research and news, strategic networks, and connections to the good practices across government that they may not receive on the job.

Above all else, SEA is guided by dedication to public service and to helping career federal leaders better serve the American people.

SEA Statement on House Passage of MilCon-VA Appropriations Act

In response to House passage of the H.R. 4974 Military Construction and Veterans Affairs and Related Agencies Appropriations Act, 2017, which includes a ban on all Senior Executive Service (SES) performance awards at the VA, Senior Executives Association (SEA) Interim President Jason Briefel issued the following statement:

“SEA is pleased that the Obama Administration has taken a stand against the ill-conceived SES provision in this legislation. A universal ban on performance awards for Senior Executives at the VA would effectively eliminate the SES pay-for-performance system, which was modeled after the private sector in an effort to recruit, retain, and reward the government’s best executives.

At a time when the VA is already struggling to fill critical executive vacancies, depriving the VA Secretary of the ability to reward the many VA Senior Executives who are performing exemplary work every day will only serve to exacerbate the agency’s leadership issues.

SEA wholeheartedly supports holding individuals accountable for wrong-doing, but true accountability requires that a fair and impartial system be in place, and that good work be rewarded. Implementing broad brush policies within an already fragile department will only serve to increase the VA’s troubles, not improve them.”
