Dr. Lisa Thomas (Veterans Affairs)
In June 2016, Dr. Lisa Thomas was appointed as the Executive Director, Human Capital Management for the National Cemetery Administration (NCA) within the Department of Veterans Affairs. In this capacity, Dr. Thomas is responsible for the entire human capital life cycle of NCA’s workforce, which includes approximately 1,800 dedicated employees who are committed to honoring Veterans and their families with final resting places in national shrines and commemorating their service. Her responsibilities span human capital policy, recruitment, training, leader development, talent management, employee engagement, compensation, workforce development, and safety. As part of NCA’s executive leadership team, she also provides guidance and consultation to NCA Central Office components, District Executive Directors, Cemetery Directors, and engages with Congress, Labor Partners, other Federal agencies and stakeholders.
Prior to joining NCA, Dr. Thomas served as the Assistant Deputy Under Secretary for Health for Workforce Services within the Veterans Health Administration with oversight of over 850 people in more than 91 cities with a $1.1 billion budget. In this capacity she oversaw and integrated the functions of human resources, education and training, healthcare talent management, leadership development, organizational health and academic affiliations. Prior to this, Dr. Thomas served as the VHA Chief of Staff for nearly four years, and has held several senior executive service level positions in her 25-year VA career serving this nation’s Veterans.
Dr. Thomas is a native of Allentown, Pennsylvania and earned a Bachelor of Arts degree in Psychology from Kutztown University of Pennsylvania in 1988, a Master of Arts degree in Clinical Psychology in 1990 and a Doctorate in Philosophy, with a Clinical Neuropsychology proficiency, in 1992, both from the California School of Professional Psychology in Fresno, California. She is a licensed clinical psychologist and an active Fellow in the American College of Healthcare Executives since 1998 and a member of the American Psychological Association since 1988.
