SEA Letter to DHS Secretary Kelly

Dear Mr. Secretary:

I would like to congratulate you for your strong defense of the Federal workforce at the George Washington University forum on Tuesday.

I agree with you that the unnecessary and unfounded disparagement of the Federal workforce has had a major impact on employee morale, productivity and job satisfaction.

The Senior Executives Association (SEA) has long maintained that Congress has not lived up to its responsibilities to ensure budget stability, which undermines workforce effectiveness, and because of its scattered oversight jurisdiction over agencies like the Department of Homeland Security has promoted confusing and incoherent policies and programs that further undercut the ability of the career civil service to do their jobs and deliver on the vital missions they have been entrusted with.

SEA has launched a new Strategic Direction (see the attached) that we believe could help alleviate some of these problems and restore the public’s perception of the career Federal service as high functioning and effective. We believe it all starts with leadership such as yours that includes the career Senior Executives as part of a team that tackles these challenges together.

If you agree, I would appreciate having the opportunity to meet with you in the near future to discuss how we might work together to respond to these attacks on the Federal workforce and improve the overall functioning of government.
