Tim Dirks Named SEA Interim President

The Senior Executives Association’s Board of Directors has named former Board member and former SEA staff member Tim Dirks as Interim President.

SEA is celebrating its 35th anniversary, and continues its commitment to support good government, effective management and the essential role of the career Senior Executive service to meet those goals.

Barbara Pabotoy, chair of the SEA board commented, “Tim is an exemplary senior executive with extensive public and private sector experience. He will serve the Association well, implementing our strategic approach to support Senior Executive Service and Senior Professional employees as the basis for efficient and effective government management.”

Dirks retired from the Federal government in 2002 after over 32 years of service, the last ten of which were as the Director of Human Resources Management at the Department of Energy. Dirks also worked as a senior HR expert and manager at several agencies, including the Smithsonian Institution, the Office of Personnel Management (OPM), the Federal Energy Regulatory Commission and the U.S. Nuclear Regulatory Commission.

Following his retirement from the Federal government, Dirks engaged in various types of human resources and management consulting activities with GRA, Inc. as well as the Partnership for Public Service and the National Academy of Public Administration (NAPA). He has also served as a part-time instructor in Catholic University’s Masters in Human Resources program, teaching courses focusing on Federal HR management from 2007 to 2013.

OPM and the Office of Management and Budget (OMB) recognized Dirks for the development of some of the government’s best human capital management programs. He twice received the prestigious Presidential Meritorious Rank Award (in 1996 and 2001) for his executive leadership achievements as a member of the Senior Executive Service and for his pioneering work in Federal human resources management.

He received a B.A. in Economics and an M.B.A. (concentration in HR) from the George Washington University, and an M.A. in Transpersonal Studies from the Atlantic University. A member of SEA since 1992, he served on the Board of Directors from 1997-2004, was Treasurer from 1999-2003, served on SEA’s staff as Director of Member and Agency Liaison from June 2013 to August 2014, and has consulted with SEA on occasion since leaving his staff post.
