Cutting Through Congressional Noise

Unified Republican control of the White House and Congress has not produced the rapid succession of policy victories promised during the campaign, although those promises are still strongly being pursued. Meanwhile, basic legislative functions including the budget and appropriations processes are moving forward slowly without clear guidance on top line figures.
