Message from Your SEA President

It’s becoming clear that if the Trump Administration is going to be successful, they will need to rely heavily on the experience and wisdom of the 7,200 members of the career Senior Executive Service.

President Trump is surrounded by individuals who have no government experience and he has no real bench strength to call upon to help fill the void.   Unlike every past president since World War II, this Administration doesn’t have the ties to the Hill or to past Administrations that can be used to fill critical political appointee positions.  

So how can the SES be of service to the President?   Unfortunately, there are not many mechanisms in place to filter that advice up to the President.  Normal routes, such as the various policy councils in the Executive Office of the President (for example, the Domestic Policy Council or the President’s Management Council) have been slow to form and it’s not clear that the Administration fully trusts those mechanisms.

This is why the Senior Executives Association has decided to create six “Communities of Practice” (CoP) that will be utilized by the SEA Board of Directors to develop legislative and policy solutions to some of the most challenging problems facing government.  When SEA has discussions with OMB, OPM, the Hill and other key stakeholders, we will rely heavily on the work that will be done by the CoPs.

Four of the CoPs will focus on functional issues affecting every agency:  acquisition, fiscal accountability, IT/Cyber, and HR/Leadership.   Two will be “vertical” CoPs:  national security and performance-focused management.   All of the CoPs will bake-in the foundational concepts of innovation, entrepreneurship and resiliency as solutions are sought for various challenges.

We have three goals for the CoPs:

  • Providing a secure and safe environment for frank discussions about the difficult challenges facing the Federal government.
  • Creating thoughtful and constructive solutions for those challenges.
  • Developing opportunities for SEA members to advance their knowledge and skills to be fully prepared to meet the challenges of 21st Century government.

We will announce the formation of the CoPs by the end of March.  Please consider joining one or more of the CoPs and contributing your considerable skills and experiences to this effort.
