Mark your calendars!

I’m excited to announce a Save-the-Date for SEA’s 2019 Presidential Rank Awards Leadership Summit: Tuesday, December 17th.

This will be the 3rd year we have held the Summit and if you have attended either of the first two Summits you know they are tremendous opportunities to learn about the latest policy initiatives that SEA is engaged in, they are forums for the latest in training and education opportunities, and as an added bonus they provide plenty of time for networking with your peers and mentoring for aspiring leaders.

This year’s Summit promises to be our best ever. We are already prepping policy forums in the following areas:

  • The Future of Work & the Workforce: AI/robotics and other emergent technologies are fundamentally changing the nature of work and have the potential to reshape the Federal workforce. We are working with thought leaders, such as AI Trends magazine ( and Deloitte, to develop analyses of the impact that emergent technologies will have on work and the workforce.
  • Public Service Leadership as a Profession: In 2018 SEA developed the Public Service Leadership as a Profession Framework and in 2019 we are implementing that Framework in collaboration with a diverse group of stakeholders. We anticipate having an implementation plan in time for the December Summit.
  • Civil Service Modernization: In 2018 SEA held three Civil Service Modernization Dialogues in partnership with a large number of good government groups and produced the “Ten Civil Service Modernization Considerations”. These Considerations are forming the basis for SEA’s policy and legislative agenda on civil service modernization that we will present to Congress and the Administration in concert with our partners in this modernization effort.
  • Program Integrity and Enterprise Risk Management: These are two tools that SEA is working to socialize more fully with career leaders throughout government.   Our goal is to develop training and education programs that will enable career leaders to better utilize these tools to better manage their programs and deliver greater value to the American taxpayer.

In addition to the policy forums, we will also host the very popular speed mentoring sessions again. If interested in volunteering to be a mentor at the Summit, we’ll be sending out more information soon about how to sign up.

Finally, the Summit can only be successful if SEA members pitch in to help. We are forming a number of committees – Agenda, Day-of-Volunteers, Speed Mentoring, etc. – that you can engage with. Announcements about the committees will be sent out soon.

If you are interested in volunteering to help or have some thoughts about the Summit itself, please shoot me an email at

Ten Considerations For Civi Service Modernization

Summary: The Senior Executives Association (SEA) and the Hoover Institution hosted three Civil Service Modernization Dialogues in the summer and fall of 2018 that had a goal of developing a consensus around general themes and concepts that a diverse group of organizations could support.
